I have yet to read the comments on this topic yet, but(as I'm an avid reader of manga) this premise feels very similar to the story of the series "History's Strongest Disciple Kenichi". In the later chapters of the series, a group called Kami with strong governmental ties all around the world is introduced and it is a group that has been around since before WW2 and is consisted of only very strong martial arts masters and their students, it's also hinted at that they are the reason WW2 was initiated

If the kokuryukai. black dragon society did start WW2 it was because Hitler was a anti-christ if you believe that theology, he was evil and needed to be taken out they probably would of taken out Stalin too if he wasn't surrounded by Ice and baltic country terrine.....

Too elaborate a little more from what i said above first i don't want to come across as some religious zealot, the point i was trying to make was the dragon clan could of easly infiltrated Germany at the time of WW2 because socialism was a new and brazen concept that caught on in Germany so it would be easy to join thoses ranks because they needed socialism to take effect and would accept anyone at the start including Jewish folk....


They couldn't get to Russia because it was more organized and hard line communism was already in place for awhile at the time, that was the point i was trying to make.....
