are Medicare and Social security already broke?

I was just wondering, as a citizen. From some of what I read the money collected was mixed with general revenues and spent on other things.

So to my limited understanding all that exists of the money collected from Medicare and Social Security is a set of "markers" or IOUs.

This would seem to go along with the mad rush to pass some kind of health care reform, like it was an emergency.

I wish somebody would tell me I am wrong about this, but please explain it to me in terms a 6 year old could understand. Why should I believe that our elected officials give a rat's ass about my health coverage. I don't believe they would pee on me if I was dying of thirst.
