These defense contractors bribe congressmen by dividing the manufacture of their aircraft across the entire country (having at least 1 part made in nearly every state) and make sure to let congress know which districts will lose jobs if they cut funding.
It's basically bribery and blackmail. Complete failure of the private sector voting citizens to curtail corruption in the public sector.
