Wondering why no option to quote or reply?

I'm just wondering (sorry, I do that alot) about why I did not see a quote or reply tab for a thread in this forum titled: Warn Button.

I'd like to chime-in, and that's the first time I wasn't given the opportunity!
Is that thread closed-off, now? Or am I just closed-off now, from 'chiming-in' too much?

Is it a conspiracy? Technical? Unexplained? Or should I mind my own business, and just move along?
