It's not a hydropolyp- they're pretty small
It could be a siphonophore, which is part of the group hydrozoa, which is part of the genus cnidaria- Jellyfish
The tentacles are way weird for jellyfish though, it looks like an anemone at the top. Hydra look like anemones and are also in the class hydrozoa. It
could be in changing from polyp to medusa if it's the right size.
That's my guess.
Not an octopus- moves incorrectly.
