I pulled this off the Defense Notam server. Times are UTC, which converts to PST if you substract 8 hours. Plug
N37 08 26 W122 12 37
into Google Earth to see the facility.

Roughly in English, the Lockheed facility will project a laser beam. The warning (notice to airmen) is at all altitudes, that is, surface to unlimited. The Woodside/OSI texting is an alternative description of the location coordinates.

0812100350 is 12/10/2008 at 0350 UTC, or 7:50PM on 12/9/2008

Hope someone gets a video of the test. It should be a nice light show. It might be a full power test of star wars system.
