Is China's statement regarding the capture of Olympic terrorists false?

The first thing that popped into my mind when I saw this article, is that China may be making this situation up in order to get a little bit of better publicity in the 08 Olympics. I in no way have any other proof, this is just a random though in my head.

I wanted to know what other people thought though. China has been getting a lot of bad publicity recently with the Tibetan crisis. Maybe China thought that making a statement like this would help boost it's popularity.

It could very much be true that they made it up it is the Chinese Government afterall.
