Since February 5, 2004, over 57 lives have been claimed in the bloody uprisings between rebels and the Aristide government in Haiti. The government
of Prime Minister Aristide still have not regained control of cities and towns under rebel control as a humanitarian crisis begins to evolves.
Haiti's 5,000-member police force appears unable to stem the revolt, but Aristide and Neptune stopped short of asking for military intervention.
Secretary of State Colin Powell said Tuesday "there is frankly no enthusiasm right now for sending in military or police forces to put down the
violence."
