Louisiana Primary ballot- Designed to confuse?

I am going to vote today in the Louisiana primary, and I looked in the morning paper to see if there was anything else that we were voting on today. In my area, the only other thing to vote on is whether to allow another casino, and when I saw that, I was about to close the paper up and go about my day.

But then I saw the Republican ballot. These are the names on the ballot today:
Jerry Curry
Daniel Gilbert
Rudolph Giuliani
Mike Huckabee
Duncan Hunter
Alan Keyes
John McCain
Ron Paul
Mitt Romney
Tom Tancredo
Fred Thompson

Why not remove the names of the people who have already dropped out? Are they purposefully left on the ballot to confuse voters, and spread votes around among candidates who are no longer even running?

I know that people should keep themselves updated on what is going on in the presidential race, but I also believe that when they step into a voting booth the ballot should reflect the current choices.

I know Romney just quit, but Duncan Hunter has definitely been out for quite a while. They at least had time to remove others, if not Romney.
