Jerusalem, Aug. 27 (PTI): Israel is constructing an underground bunker, which will house the prime minister's office and military command centers, to withstand a nuclear attack, a media report here said...The National Command Center is expected to be completed in 2011, the report said.

Seems to me Israel is concerned about Iran and its potential for nuclear devises. Whether other nuclear countries add to that concern I don't know at the moment.

According to the article the complex will be finished in 2011 (short of "2012") the world witching hour some believers feel will be the end of the world or the beginning of a new world under NWO.
