Dozier's automated phone message was almost 50 seconds long.

so the story goes on to say don't hold it against him, like it's hilarious or something.
Oh please.
I'm sure if any other autodialer misused Emergency Services like that they'd be charged.

You just can't make this stuff up. He's going to protect the public safety by...tying up the 911 lines/operators so he can give you a campaign speech about how he will protect the public.
