Page not found - top flagged link?

This is a first for me. Clicking the (currently) 3rd link of the Top Flagged threads:

which links to:
Quantum Leap complaint on BTS again
gives me a Page not found (404) error. Am I the only one that can't see the page? This must be because how did it become "top flagged"?

This is the only page/link this has ever happened with. No amount of re-clicking or refreshing (or trying Firefox) fixes it?

Just goes to no internet.

I get a completely blank page of white when I click it.

Trash binned threads normally show up as it says trash bin>>"name of thread"

With a little "access restricted" or something like that in the middle.
