Cheeky UFO travels through city!

Is there any information out there about this clip? It looks like this UFO is having a good look around(sightseeing?)

Wrong date and wrong place.

This video was recorded in Sao Paulo, Brazil by Waldir Ouveira and
is very famous. However it was presented in the E.T. Encounter
documentary produced by Union Pictures for Channel 4 in the UK
and they imposed wrong titles to the video saying it was Varginha
Brazil 1996 just to ilustrate their investigation on the Varginha case.
