Are they building new runways at Area 51?

It is very hard to tell, but after carefully analysing and older photo of groom lake from the book Area 51: The Dreamland Cronicles I think what you are looking at is more likely a much older runway being resurfaced. Good eye, but I really don't think that is new.

The image is pretty out of date. It is old enough that the south half of runway 14L/32R is still open and the new central taxiway is still under construction. South Delta Taxiway has already been turned into a runway, but the lakebed runways still have the offset ends.

Sebi82 are you talking about the tarmac over-run of the old runway or the lakebed runways?

The tarmac area is no longer in use and has been replaced by the actual new runway 14L.

The runways marked on the lakebed are used for extreme crosswind landings.
