Mysterious Ash Fall in DC Area?

I just recently watched a documentary about weather manipulation where they seed ash into clouds to prevent tornados and severe lightning from forming. It was wierd but it made me think about this thread. Might want to look into it. Theres alot that I didnt know we could even do here... and the ash idea was about 36 min into the vid.
