I think this is a pretty tough call... I'll give a quick breakdown of each...

Chuck Norris
Chuck Norris does not sleep. He waits.
Chuck Norris can slam a revolving door.
When the Boogeyman goes to sleep every night, he checks his closet for Chuck Norris.

So, who kicks more ass? Who would win in a fight?

Chuck is a REAL person, not just a character, so I pick him.

Chuck was a real fighter, he was a karate champion. He was a movie start as a result of his fighting success, not the other way around. Chuck hands down.
