Here you go :

Where is the HAARP facility located?
The HAARP Observatory is located approximately 8 miles north of Gakona, Alaska.
What are the geographic coordinates of the observatory?
The facility is located at:
62 deg 23.5 min North Latitude
145 deg 8.8 min West Longitude

HAARP itself is located in Gakona, AK which is approx. 160 miles northeast of Anchorage. It's an array of 48 72-foot high antennas which send out bursts of the aforementioned electromagnetic radiation. These bursts heat the ions in the ionosphere, some even say "boiling" the upper atmosphere.

I've found a couple good pieces on pre-HAARP and early HAARP research on this sort of technology:

Kind of heavy, but good reads.

There's no real short, concise reply to "What is HAARP?" I wish there was. It's something more than the Navy, Air Force, and the University of Alaska is telling the public.
Basically, it's a mechanism that beams gigawatts of electromagnetic radiation (at a time!) into our upper atmosphere for reasons which are unclear.
If you're still confused, do a Google search for HAARP. Add your own specific terms (weather, mind, effects, earthquakes, etc). You'll find more info than you can possibly digest in a week, let alone an evening.

My head hurts now.

Actually, they have an annual open house and they're very obviously located on many maps of Alaska. I emailed them to ask about the open house when we visited Alaska, and they did reply... but it wasn't held during the time we were going to be there.

I used those coordinates on google earth and all I can see is the "HAARP Access road", everything else is real blurry

LOL didn't notice it was two years old till I posted
But thanks... There is so much data around you miss things until something else points the way. And those patents tell a lot of the story

It can also activate the ummm 'coating' on certain 'objects' and make them essentially disappear... from sight as well as radar

Okay, I am no techno-geek so bear with me here...

I was looking at the above linked FOIA document and on page 13 it discusses the alleged communications enhancement aspects of HAARP. The document references the technology's ability to enhance UHF/VHF communications.

Could the government's initiative to force all televised broadcasts to digital possibly be related to the next phase of HAARP and, if so, why and what will it look like?

Sorry if this is too much of a stretch.

I don't find it to be too much of a stretch at all.

The more I try to comprehend of this matter the more my head spins.

There was another thread actually suggesting the same thing you said and I believe another poster mentioned that in the UK or Britian they have already been using digital for nine years.

I think it has much to do with what is going on and I also think there have been weapons made that can disintegrate planes in midair.

Either it has to do with our land communications or it is this much talked about StarWars system that the PTB have been drooling over for so long.

Fortunately ATS has provided us with firm evidence of what HAARP can really do

They also fail to mention the network of other arrays



And most certainly don't tell you what it does in relation to 'cloaking' technology

Another patent owned by APTI, Inc. which is the same owner of one the HAARP patent I posted in a previous post on this thread.


Nuclear-sized explosions without radiation



A method for producing a high yield explosion without radioactive fallout comprising filling an expendible structure with an explosive mixture of a combustible gas (e.g. methane) and an oxidizer gas (e.g. oxygen) and then detonating said mixture.


Patent

APTI Inc. is in the business of developing weapons and to think they would not be trying to develop weapons from the various patents they own and are utilized in HAARP is in my opinion very naive.
