"Directed-energy" pulses can be throttled up or down depending on the situation, much like the phasers on "Star Trek" could be set to kill or merely stun.

Does this mean that when perfected the use of such weapons in the fields of 'so called war' will not be subject to any convention because they are not chemically based? Because they do not violate international treaties how will their use be controlled?

What kind of conventions? They can be just as messy as anything we use now or just as “clean”.
