The way I read it, Russia would still hold the keys to launch and or detonate. That wouldn’t be a new precedent.
To me it seems more a little desperate (if Russia actually agreed to this). It implies they’re giving out a bribe for anyone to join, albeit a dangerous one. They don’t get control of the nukes themselves, they are open to sanctions, and become a possible belligerent.

If Israel even got a hint of something like that about to happen they would most definitely strike them very hard and fast before they even took delivery.

The only ones I’d see doing it are Iran and NK, but both have programs of their own I’m sure they’re more interested in than having someone else park them in their country.
It’s likely just saber rattling, just odd that it’s coming from Lukashenko and not Putin. This part makes me hold reservation to the validity of the offer. But it’s also puzzling given his recent meetings and health complications. Also, the alleged “leaked” invasion map at the beginning of the war that many believed Lukashenko accidentally shared.
