Resulting in everyone .gov entity with a TV-dish down-tuning their RADAR to see the "new" threats.
My guess is we've been tracked/mapped/recorded for quite a while now, by thousands of these things, and the real question is which government employees have known about this, and for how long.

The rest,released by Raytheon/Lockheed to gently nudge the admin/congress to allocate whopping amounts of funding for new,more sophisticated radar and other sensing systems.
Both of those companies are not short of blimps and other balloony type craft.
Both would love some juicy new contracts.
And there is already talk that U.S defences will have to rapidly accelerate the modernization of all their sensing tools to keep up with these new threats!

If they were Russian, then this administration would be calling that out left and right. I'm betting that if these aren't ours, then they might be ones that we gave to Ukraine and are either being deployed and forgotten or are being sold on the black market and used by other countries.
Image if a BA 1100 November got shot out of the sky and it was linked back to gear, we sold Zelensky? The fall out over providing resources to Ukraine would all but come to a stop while an investigation was opened up.
