It was at 40k feet and not falling to earth on its own…such as space junk might do if it didn’t burn up on re-entry first.

See…as I surf around….I see less of a balloon being mentioned, than an unidentified object. And no where I could see …..any mention of the object being a payload, slung under a balloon.
Perhaps I’m not hitting the right websites to see that a balloon the size of a car is emphasized.

Space junk can't float in Earth's atmosphere.
Not by a long shot- and no known aircraft could detect or intercept something moving as fast as space junk.
