As in defending Ukraine.

Is biolab a bad word now? The initial 21 million to was to help update controls and safeguards in old USSR labs. We didn't build them, but we wanted after the fall of the USSR to not see their old labs be misused. I was on call for a few years to be ready to transport Russian nukes if we needed to help the prior USSR countries with their Russian stockpiles. I wasn't too happy about doing that as we knew their bombs were dirty and we would need lead curtains and to minimize our time around them even with protection, so just think how bad their labs would be too.

What are you talking about? Do we have 30 labs to design man-portable surface-to-air missiles in Ukraine too? Or do we just send them the actual man-portable surface-to-air missiles already made to use? See my point? We would not be developing bio weapons in Ukraine. If we wanted bio weapons there then they would be already created ready to use just like the Javelin is.
