No, he didn't. The exact wording is in the the link in the OP.

He used the word "could," which is the past tense of "can" but is not "can."

He also used it twice.

He used other words too. I saw "flat" in there... does that have any special significance, do you think? Does he think Russia is flat, maybe? Or maybe he wants to make it flat?

I recall on ATS when Trump was in power how people were often scorned and labled as having some sort of deficiancy syndrome for infering other things from trumps words, strange now that it appears to be more accepted or how those who used to deride such a tactic now find it suits their own poilitical persuasions and therefore is now acceptable.

Of course when Trump/DeSantis/whomever is back in the Whitehouse this behaviour will no longer be accpted on ATS and will be riduculed and mocked
