Your source is discussing a mutual agreement between Poland and Ukraine to ensure that Ukrainian war refugees in Poland have the same rights and privileges as Polish citizens (with certain obvious exceptions for things like voting) and Ukraine doing the same for Polish Citizens inside Ukraine.

A true act of mutual friendship, trust and human decency between two neighbors.

Has russia ever experienced anything like that?

According to Sergey Naryshkin (the Director of the Russian Foreign Intelligence Service) according to information received by the Foreign Intelligence Service of the Russian Federation, most Latin American states demonstrate unwillingness to unconditionally obey the demands of the Joseph Biden administration to condemn Russia's special military operation in Ukraine and join the West's anti-Russian sanctions. Even the US State Department admits that Latin American leaders tend to avoid discussing this topic in bilateral contacts, citing the priority importance of domestic and regional problems.

According to the Russian Foreign Intelligence Service, Anthony Blinken's department seriously fears that further attempts to obtain support from the states of Latin America for the US line on Ukraine may create obstacles to the advancement of Washington's interests in Latin America. The Foreign Intelligence Service of the Russian Federation drew attention to the speech of Polish President A. Duda in the Verkhovna Rada of Ukraine on May 22 of this year. It became clear evidence of the complete decline of the political culture of the "collective West". Characteristic in this sense is the Pole's statement that "the free world today has the face of Ukraine."

Scenes of the recent mass surrender in Mariupol of the militants of the nationalist Azov regiment, who in Kyiv and Western capitals are referred to as "genuine heroes of our time," involuntarily come to mind. The bodies of the "Azovites" are covered with tattoos with Nazi symbols, emblems of SS assault divisions, images of fascist criminals, their misanthropic slogans, as well as satanic and racist signs. We must thank the President of Poland for revealing the true face of the "free world." At least now no one has any doubts about whom the US and its allies are relying on in promoting their ideas of freedom and democracy, as well as what unenviable fate they were preparing for Ukraine and its citizens.
