You are playing some revisionist history here the war actually started when the Iraqi military invaded the neighboring State of Kuwait, and had fully occupied the country within two days. This was over 14 billion they had loaned the Iraqi leader to finance his genocide against Iran. In order to secure a cease-fire, he made agreements on weapons inspections. He started refusing to comply with these inspections which removed the cease-fire and the war started again, Here is Saddams miscalculation he wanted everyone to believe he was close to building nukes and had a huge stockpile of chemical weapons. He thought this would prevent the invasion he was wrong.

China is observer of this situation, nobody want´s full blown WW3. China knows if it take a part of Russian war time politics and actions it means over half of globe commercial ties will be cut and China do nnot want this. Most of chinese single men work in these commercial factories.

Unfortunately, everything is heading towards the complete collapse of the UN as a world organization, that is, towards the end of the old world order and the beginning of a new one. The historical analogy is disturbing. After the dissolution of the predecessor of the UN, the League of Nations, the Second World War began, after which the current world order was formed. Looks like it's over for him now.
