That means second homes and the mansions of the elite. They often stay vacant more than 90 days with servants coming and going. I would also assume it applies to lake and beach cabins that are able to be used year round, which is most of them.
We have neighbors who summer in the north and winter in the south, with 2 homes. They could lose both homes if this spreads around the US.
Also, what about retired people who take long vacations or visit their families for a few months?

Yes, this is Cali, but you know how that goes.
I know that California and many other areas have housing issues. As sucky as it is, the answer is never more government involvement.
I can tell you some horror stories about eminent domain. It has been abused so much.
Also 90 DAYS!!! My parents both had terminal illnesses and were out of their house for over 90 days as I was taking care of them. You are telling me the goverment could take their house while we were dealing with all of that. pffff.
this is asinine. I will point out though, that your patents would not have had any issues. This law is for corporate owned houses. Not privately owned.
