Theoretical borders yes Putnam but not secure real borders with checkpoints and fences as is todays the case. There were no checks in central Europe, peope could move anywhere they wanted. Hence the major movements of folks in that time. It was free for all

Except we have evidence of passports existing as far back as the 3rd Century BCE in Asia. And speaking of Asia, this little country called China built a giant wall to mark their border.

In Europe, there are examples of passports dating to the reign of King Henry V. And the Ottoman Empire had "quarantine stations" located on its borders starting in the mid-19th century.

Well, it really isn't coming back, unfortunately. Both sides have a right to their beliefs and when they are opposite of their neighbors, there are gonna be security measures. Ask Poland or Czechoslovakia for that matter.

The independent state of Ukraine has only been in existence since 1991. The "state" itself was started in 1917 with two faction, in the East, Ukrainians People republic, in the West, West Ukrainian Peoples republic. In about 1920 they discussed a union and in 1922 it became the Ukrainian Soviet Socialist Republic.
That lasted till 1991 with the break up of the USSR (which then became Russia) and it was only then that Ukraine declared the Act of Declaration of Independence Ukraine.
So really the Ukraine as a self governing state has been going for around 30 years. But before that, apart from the East and West factions (that only lasted a couple of years) has been a USSR/ Russian "state" for 70 years.
