Well better listen to them maybe following their own logic? And it's not like they want something from the people, rather the opposite, they do not want something.
But since it's the "vaccine" mandate they don't want and since these mandates needs to be pushed through with violence, "making the people commit" is just a nice way to say: Do what we say or else.
