Dear Madam President,
We are alarmed by reports of increased transfers of lethal weapons and military personnel by some NATO member countries to Ukraine. This week alone,
several British warplanes have landed in Kiev with many guided missile systems. The fact that several thousand of them have already been delivered was
confirmed on January 19 by the leadership of the British Defense Ministry. In the sky over Ukraine, US military transport and reconnaissance aircraft
began to appear more and more often. In the coming weeks, according to the US State Department, Washington plans to increase its military supplies. In
addition, the United States removed barriers to re-export to Ukraine of its missile systems and other weapons from the Baltic republics. We are also
concerned about the data on the deployment of a contingent of Canadian military special operations forces to Ukraine and preparations for a decision
to send new weapons. What will they do there? When will they appear at the line of contact? How does all this compare with paragraph 10 of the Minsk
"Package of Measures" dated February 12, 2015, which prescribes "the withdrawal of all foreign armed formations, military equipment, as well as
mercenaries from the territory of Ukraine under the supervision of the OSCE"?
All this is not conducive to stabilizing the situation in the east of the country in the interests of a sustainable settlement of the conflict, as
well as strengthening pan-European security as a whole. One thing is clear: the NATO countries deliberately support the "hotheads" in Kiev, who are in
favor of a military solution to the conflict in eastern Ukraine under the slogans of confronting the imaginary "Russian aggression." In fact, Kiev is
being pushed into a new round of violence in the Donbass. Apparently, the task is the same - to maintain tension near the Russian borders by any
means.
Let us recall how, at the suggestion of Washington, the myth of the supposedly “coming invasion” of Russia has recently been spreading. First,
April of last year appeared, then August, then November, mid-December, the eve of Catholic, then Orthodox Christmas, and so on. All these insinuations
are aimed at one thing: to substantiate, prepare the ground for intensifying the military development of Ukraine by NATO countries.
