I don't mean to make light of the situation, but this reminds me of gag videos I've seen where actors who carry out a stunt like this to alarm modern people into thinking such tyranny can happen here. Knowing it's actually real is just so sad.

This is not the Black Death no matter how much they wish it was. And I think the thing is that if it were, there would be no real need to force half this behavior because most people would see the need to take action on their own. That they have to impose it by force says a lot.
