So the source of light could be located and controlled in a parallel three-dimensional world by a three-dimensional, relatively advanced civilization that developed the capability to manipulate electromagnetic radiation in the way described above. By projecting the light into our three-dimensional world and detecting the reflected light, they monitor our technological capabilities.

Except that, if it rains, the projected object does not get wet. If the winds blows, the leaves of the projected tree will remain static. If a seagull happens to have a # on the projected object, the # will fall to the ground traversing through the projected object. No matter from which angle you view the projected object.
