1997 was the last time all appropriation bills were actually passed in Congress.

There were none from 2011 to 2016.

They continue to pass CR's or Continuing Resolutions.

In the last 50 years it has only been done 4 times.

There is a problem....a big problem.

Please read the OP ...

I did. And I replied. The House of Representatives CANNOT change Senate rules.

The idea is ludicrous.

The House and the Senate each set their own rules according to the Constitution.

Thanks.
It was clearly stated in the video what l posted about the rule change.

What you posted about "the rule change" is Constitutionally impossible.

I don't know if a strong patriotic president can actually do very much, unless they purge the unelected bureaucracy first, and I mean FIRST. Not ... later, or 'maybe', but first. All departments of the government included, period.

THEN maybe a strong patriotic president could help, but if that doesn't happen, any president will be wholly 'knee-capped' because they can give orders / instructions all they want, which will just not be 'followed', IMHO.
