To won’t say too much about this vide, I don’t know what made a police officer make this decision, though if a civilians did the same. I am sure they would be prosecuted.

Do you have any idea how difficult it is to maintain an internet connection with nothing but moose antlers, and Juicy Fruit wrappers?

That cop should be relieved of duty immediately if they showed everything in context, which it looks pretty clear.

Red Green always comes in IF you use Juicy Fruit wrappers, not that knockoff gum.

There are three factors involved in the use of force:
1. it must be necessary. There must be no alternative available to achieve the aim
2. It must be reasonable. The amount of of force used must be the minimum amount of force required to achieve the aim
3. It must be proportional. The amount of force used must reflect the level of risk presented.

Review that video and tell me whether those three principles have been met. If they haven't, then the Officer has broken the law.
Those principles apply regardless of whether you wear a uniform or you are a member of the public.

Scenario1. You are threatened by someone in a pub, the exit to the pub is behind you and the aggressor, who appears unarmed, is in front of you. You punch him once and he falls to the ground. Was that a legitimate use of force?
Scenario 2. Same pub, same aggressor, but this time, he's between you and the exit. You punch him once and he falls to the ground. Was that a legitimate use of force?
Scenario 3. Same pub, same aggressor, same situation re positioning. This time you punch him, he hits the deck and then you give him a few good kicks to the head to make sure he's not getting up. Was that a legitimate use of force?
