Eight hundred was the crew estimate after they took off. The final count on landing was 640, which is actually below the record for a C-17, which was set in the Philippines in 2013 during the evacuation of Tacloban, when a C-17 launched with 670+ on board.

I just thought of something this morning. 640 sounds oddly specific, although it's possible it was just coincidence they hit on a number that was a multiple of 10.

Do you think it's possible that somewhere in the T.O.s for that a/c it says the max pax load is 640, so when they landed someone just pencil-whipped it so some dbag somewhere up the chain of command didn't get bent out of shape not understanding this was an extreme situation?

It's entirely possible that after the 2013 flight they said no more than 640 at any time, and that only under extreme conditions.

They screwed up the count. The final count was actually 823. They initially counted adults, but not children. They had 183 children on board that were sitting on laps that weren't counted to begin with.
