That is just a holdover from Obama. Didn't Obama say he wished gas was 9 or 10 dollars a gallon to force people to drive less, and Michelle went down the path that the Goverment should either banned or put high taxes on any foods they didn't think was healthy.

We are now just seeing much of this forced limiting playout with a pandemic that was basically a win win for them.
