This is 100% wrong and if you believe it then you don't seem to know much about how layers 1-7 operate.
Any routing protocol change could very easily require a reboot of any distro or access networks along with any attached clients.
Did I say that it had to happen every time ? No.
But , it does happen given a lack of a failover switch or stacked switches .
You didn't think that one through , did you ?

One last time :
1) You back up the running config.
2) You back up the prior NOS and firmware .
3) You install the updates on the back up switch .
4) You restart that switch (all offline to prevent any form of switch promotion)
5) You test and test under simulated conditions .
6) You failover to the back up once one is satisfied of the results.
7) You repeat for your primary switch .

Nothing that I know of.
I am just curious as to why one may have to reset the router .
This may be for some form of new EBS system that has to include a "firmware" update.
