Not entirely true. India was a test site for vaccinations. The Sputnik vaccine began Phase 1 trials in India in September 2020. Sputnik vaccine did Phase 2 trials in India in December 2020 and January 2021.

Delta variant surfaced in October 2020 after Sputnik vaccine trials began. And after Sputnik trials, India rejected the Sputnik vaccine.
