It goes through stages earth orbit changes due to interactions with the other planets and this affects the amount of sunlight we receive from the sun. Currently, our orbit is becoming more eccentric (less circular). As the moon, it moves away from earth at the rate of about 1 inch per year. Changes in earth's orbit seem to correlate with major climate changes in earth's history.

A link. That still doesn't detail the few sentences you posted in your OP.

It is pretty obvious he was making the point there are things changing that man cannot control that are affecting climate change. That was the entire point of pointing out orbits of moon and earth have changed which may be a bigger contributing factor to global warming / climate change. The hook is that unless these agencies can somehow change orbits, all the climate change pomp and circumstance is for nothing.
