Seems to me that still allows for males to be enslaved before the age of 21 and females before the age of 18. So yes, it was a partial ban. Unless you don't consider enslavement of children to actually be enslavement.

The US is actually one of only a few countries that still incorporates punitive labor in its penal system. England and France abolished it back in the 50s.
