I think WMD's are a thing in the outer space political world. A nuke hitting their home world would be horrible, and when you look at just how big outer space is, there's probably no reliable way to monitor that much emptiness in a way that would allow you to see and intercept an incoming missile.

If the aliens are in a "cold war" type situation with each other, then some groups might benefit from Earth having a one world government, and others might benefit from the present fragmented world situation.

In a cold war, you have to be really careful about your diplomacy. One group invading Earth despite another group's claim of legitimate occupancy, would be seen as an act of war. A transition from "cold" war to "hot" war.

One alien group can say "look! The Americans invited us to set up shop in the Rocky Mountains.! We're not invading! We were invited!!"

Another might have something set up in China, with a deal with that government.

Just because we don't understand nor comprehend something or someone don't make it our enemy per-say.

That's simply our survival instincts at play, and for good reason.

But the fact of the matter is that Humanity don't seem to be in possession of all the puzzle piece.

Which makes forming an opinion, and/or coming to conclusions, somewhat problematic at best, and at worst down right counterproductive.

Take our many and varied attempts at organised religious practice throughout recorded history for instance.

What a mess, predicament, never mind jumble of misplaced knowledge, wisdom, lies and control constructs those turned out to be full of.
