I don't know why that wouldn't be everyone's first guess. Zoom in on the photo and see their heads are all at the ground like they are eating. Somebody is probably pranking somebody. Either the farmer placed some feed in a circular pattern or someone else did, is my first guess.

If so they could eat the food from any angle, there's no real reason to all be in lines.

Yes there is, if you're lined up with the circle, you can find more food by walking forward.
If you're not lined up with the circle, you'd have to move sideways to get more food.

They aren't all lined up with the circle anyway, a few aren't lined up with the circle but most are and that makes sense for the above reason. Look at the 5 or 6 sheep closest to the camera here, they are at different angles but only one isn't lined up with the circle somewhat, he's 90 degrees from the circle tangent.

They aren't all at the same angle but most except that one can follow the circle to get more of the food placed in a circle.
