If there was a attempt to reduce the birth rate even further, then I believe it would have the effect of the economic destruction of most 1st world nations and the meteoric rise of populous 3rd world nations.

The birth rate refers to a rate of change, a ratio, not an integer, like population number. Even though the rate of change is lower than previous, it doesn't mean that the population of those born within the USA is reducing.
The length of the average lifetime is also increasing, so population numbers of the USA born, even with just a trickle of new births (not the case in actuality), would continue to rise.
However, according to MacroTrends, the birth rate has not reduced over the last three years, anyway: U.S. Birth Rate 1950-2021 - macrotrends.
