The answer to that is something I have been stuggling to figure out and I think I have arrived at the proper answer. Oddly enough, part of the answer was provided by a Democrat journalist, Fareed Zakaria a couple of weeks ago when he was discussing the awesome size and complexity of the Pentagon Budget, which btw is entirely outa control.

And you are correct, Trump was undermined by operatives of this "cabal" because they didnt like the things he was doing or the directions he was headed in.

And the answer is...(drum roll) the Military Industrial Complex!

The Military part includes, well, the Military, but as well the Intelligence agencies, the Justice Department and the FBI.

The Industrial part includes Defense Contractors like Boein, Raytheon, IBM, Lockheed, Google, etc.

These components combined make up the "Deep State" or Shadow Government. At the political level and intertwined with the Deep State are the command and control mechanisms that are deeply embedded with and infiltrated by the Chicoms, i.e., the Tech industry giants.

The last piece of the puzzle I havent quite figured out yet. That is, who actually drives "public policy"? One answer seems to be groups like BLM which is now directing Public School curriculum. I would guess the drivers of policy decision making at groups like BLM are at the Universities. However I hae yet to identify which group in what Universities is making these policy determinations.'

That's more divided over multiple people and elements in human society (works better that way according to Satan's principle tactic of 'divide and conquer'). I've already mentioned such elements and people as:

big business
political powers
religion
human leaders
ruling elite

It's unrealistic to point to one human representative, or even one specific group of humans (like the Bilderberg Group, Bohemian Club, Skull and Bones Society, Zionists, Freemasons, etc.; the usual candidates for the conspiracy entertainment industry and their speakers/entertainers who do their best to 'tickle the ears' of their audience and intrigue them, as per 2 Timothy 4:3,4). Nations and alliance-blocs have their own ruling elite or ruling class. If you want to talk about the one on top of it all as well as an answer to the question of this thread with emphasis on the word "really", you'll have to at least consider the spirit being that goes by the title “Satan, the Devil”, in the Bible; as your prime candidate for pulling the strings. Discussing specific individuals such as the Rothschilds or Rockefellers, is such a waste of time and massive distraction from the more important things to realize:
