There'd have to be an open infringement on individual rights and even religious freedoms for this to be effective.

Again... no. They have flatly stated that the vaccine will not eliminate the need for masks and social distancing. Social distancing mandates prevents anything from being opened up fully, as many businesses cannot impose social diistancing and achieve full capacity (bars, restaurants, gyms, etc etc).
