The only thing that is obvious is peoples' confusion on the matter. Keep in mind that determinism is determined will and then ask yourself again: what justifies not creating those who would freely become wicked?

If he punishes them by not giving them a chance, before they do anything wrong / while they are still innocent, then it would make him wicked.
