While race profiling may or may not be occurring for other police enforcement actions, NOT possible for
traffic cops, stopping MOVING cars for violations observed by police from 100m or more away.

It seems its not just about speeding tickets though. A speeding ticket is not an arrest. Nor is a traffic stop.


The quota system, according to the lawsuit, was run by Deputy Chief Michael Barz who urged Paz and other lieutenants to increase the number of arrests, traffic stops, and tickets

Nobody is factoring in outstanding warrants. A friend works for the County Clerk of Courts. Last year they were asked to break down the outstanding warrants for County residents by race. Minorities make up an estimated 8% of County residents, yet they are responsible for 78% of the outstanding warrants. That's not counting the warrants in neighboring Counties. That's where a traffic stop becomes an arrest.
