Anybody who knows anything about Russia and China would know that both states have a strict policy not to shoot first, because history has shown them
that they both do better if they are publicly perceived as being the victim rather than the aggressor.
China especially won't fire the first shot in a war because it historically believes itself to be the subject of foreign aggression and never the
aggressor itself.
Both states will sit back and wait for America to fire first, and ifwhen it does they will go straight to the UN security council and use all of the
diplomatic tools that they have to isolate the US.
In the long run, having the international establishment on their side is more beneficial to them than actually striking back.
We saw this when one of Russia's aircraft was accidentally shot down recently. Rather than striking back they went straight for the diplomatic option
and came out smelling of roses while everybody else came out looking like idiots.
Russian pride was inflated X10 by having the international community seeing them as being an innocent party.
