The problem is, without at least some minimal basic qualified immunity, no one would volunteer to be a police officer, or if they did, they'd refuse to ever engage with anyone for any reason out of fear of being sued for the slightest perceived misdeed.

No, there has to be something... but I agree it needs to be changed...
