this is the most logical and common reason for filling out someone elses ballot, and he literally said there is -no reason-, there is literally reasons other than this even, so that is clearly wrong.

Well for starters - I’m not American. I don’t get to vote in your country.
Shouldn’t the voter be present if someone else is filling in a ballot for them ie. Blind or other impairment.
And last but not least, if it is as you say - ballots that are ‘un-readable’ by the machine being filled out by a verbal process between 2 people, should there not be more oversight? It’s easy to make mistakes when you’re dealing with thousands of ballots.
