I can't tell from the source (and I don't know these people) whether this motion comes from Republican or Democrat. In the first case, it's just gesture politics, not expected to succeed. The situation would need a Democrat Party rebellion. If there were enough really determined and frustrated House Democrats, they could have knocked her out of the Speakership ages ago by "going on strike" and refusing co-operation in House business.
